PROBLEM TO BE SOLVED: To provide an electrolyte membrane for a solid polymer fuel cell having a uniform distribution and strong structure with high dimension stability and gas barrier performance, to provide an electrolyte membrane-catalyst layer assembly and an electrolyte membrane-electrode assembly using the same, and to provide a fuel cell.

SOLUTION: This is an electrolyte membrane for a solid polymer fuel cell in which a layer (3) consisting of a proton conductive material and a layer (2) consisting of a scale-like particle material are laminated. The layer (3) consisting of the proton conductive material is constructed of two layers or more and the layer (2) consisting of the scale-like particle material is constructed of one layer or more. The scale-like particle material (2) has a film-forming capacity by self-organization, and at least one side of the electrolyte membrane has the layer (3) having more proton conductive material. The electrolyte membrane-catalyst layer assembly has a catalyst layer consisting of a catalyst particle and an electrolyte binder respectively formed on both sides of the electrolyte membrane.
