PROBLEM TO BE SOLVED: To provide a mechanism capable of appropriately managing functions of a peripheral device or use rights of a program. SOLUTION: A license file (fig. 20) including an application ID and a license file ID is disclosed. Then, a database which dynamically manages the IDs is introduced, and validity of the license file is checked on the basis of the license file ID and the application ID.
