PROBLEM TO BE SOLVED: To achieve a developing device which suppresses variation of the surface potential of a toner carrier to keep the surface potential constant and achieves stable development free from irregular density of an image or surface staining. SOLUTION: The developing device is equipped with the toner carrier 12 having a plurality of electrodes arranged at prescribed intervals, and a voltage applying means applying prescribed bias to the electrodes so that electric field between the electrodes may temporally change, and develops a latent image on a latent image carrier by making toner on the toner carrier fly by the electric field between the electrodes to form a cloud. The developing device is equipped with a regulating member 14 regulating the amount of the toner on the toner carrier, and a conductive toner leakage preventing member 16 provided at a position between a downstream side of a developing area and an upstream side of the regulating member in a moving direction of the surface of the toner carrier. The developing device is equipped with a voltage applying means applying voltage to the toner leakage preventing member, and is set so that the average value of the bias applied to the toner leakage preventing member by the voltage applying means may be the same potential as the average potential of the bias applied to an electrode group inside the toner carrier.
