PROBLEM TO BE SOLVED: To process loop processing of behavioral synthesis in a pipeline for preventing contention in resource access. SOLUTION: The behavioral synthesis device 10 automatically generating an RTL description from a behavioral description has: a resource access arbitration means 12 performing arbitration processing based on a constraint for preventing access contention of resources even if loop processing is processed in a pipline when a plurality of accesses to the same resource are included in the loop processing in the behavioral description. This resource access arbitration means 12 gives a constraint equation between variables as the constraint as to a linear programming problem finding an access execution cycle as a variable for a plurality of accesses to the same resource in the loop processing or gives a constraint branch between nodes as the constraint as to a constraint graph representing a processing procedure of the accesses.
