PROBLEM TO BE SOLVED: To provide a multilayer elastic belt excellent in transfer efficiency, which has surface elasticity, sufficient releasability and glossiness, and high film thickness or surface accuracy, includes a surface layer and an elastic layer firmly adhered to each other, and thus never causes cracking or peeling in a surface release layer even if used as an intermediate transfer belt for a long time. SOLUTION: The multilayer elastic belt is composed of at least four layers of a surface layer, a fluororubber layer, an elastic layer and a substrate layer which are laminated in this order. The surface layer is mainly composed of fluorine resin, and the hardness of the fluororubber layer is lower than that of the surface layer and higher than that of the elastic layer.
