A diamond polishing device, including a soft plating layer and manufacturing method thereof are provided to lengthen a lifetime of a grinding tool and maintain uniform cutting resistance. A diamond polishing device, including a soft plating layer comprises a chip pocket formed in a one side of a grinding tool main body(30) and a plurality of protruded dots(33) including one or more diamond particle(31) in the upper side of protruded dots and soft plating layer(34) formed by electroplating. The diamond particle electroplated by pressing with the protruded dots or attached to the protruded dots by pressing the protruded dots itself with a pressure device.
