PROBLEM TO BE SOLVED: To provide a method and an apparatus for preventing an article to be packaged from biting during lateral sealing in a vertical bag manufacturing, filling, and packaging machine. SOLUTION: A controlling method for preventing the article to be packaged from biting of a vertical bag manufacturing, filling and packaging machine is equipped with shutters in the upper and lower parts of a lateral sealing (end seal) cutting device in order to prevent foreign matters from entering into a sealing place during lateral sealing. After the lower shutter is closed, a closing operation for the lateral sealing is started. In addition, after the lower shutter is closed and a fixed time has elapsed, the upper shutter is closed. Further, after the upper and lower shutters are closed, a sealing operation for the lateral sealing is performed. The left and right leading ends of the upper part of the lateral sealing cutting device have vertical steps, and close so that the steps alternately engage with each other.
