PROBLEM TO BE SOLVED: To provide a paper stacking device in which a bundle of paper shift-treated and having an aligned side edge to a high degree can be formed, and a paper post-treatment device having the paper stacking device. SOLUTION: A restriction member displaced in a conveying width direction in every shift unit is separated from the uppermost surface of the paper on a paper delivery tray between one shift unit and the subsequent shift unit, and the restriction member is displaced in the conveying width direction.
