PROBLEM TO BE SOLVED: To provide a technique capable of determining an instrument that uses fluid, from the view point of the variation width in the flow rate value, and capable of clocking operation continued time of the specified instrument. SOLUTION: An ultrasonic flowmeter 7 measures the flow rate value of gas flowing through a flow passage 6 of a gas meter 16, a measured flow rate information storage part 8 stores a measured flow rate value. A measured flow rate value variation width calculating part 9 calculates the measured flow rate value variation width, corresponding to a changed value of the measured flow rate value, in a prescribed period. An instrument determining part 11 groups the instruments using the fluid, by determining whether the measured flow rate value variation width is a prescribed threshold or smaller, and clocks the operation-continued time of the specified instrument.
