PROBLEM TO BE SOLVED: To provide a resin coated toner carrier for electrophotography and a method for manufacturing the carrier improved in charging characteristics, developing characteristics and lifetime characteristics without using a tin organic compound that is a controlled substance, and to provide a developer and an image forming apparatus. SOLUTION: A toner carrier core 110 having a structure of aggregated particles is produced by sintering an oxide magnetic material; a coating resin liquid is prepared by dissolving a silicone-based resin (A) soluble with an organic solvent having compatibility with water, an amino-based silane coupling agent (B), an epoxy-based silane coupling agent (C) and water (D) in an organic solvent having compatibility with water; and the carrier core particles are coated with the resin coating liquid to form a silicone-based resin coating layer 120.
