PROBLEM TO BE SOLVED: To prevent deviation of processing timing of encryption and decryption between the transmission side and the reception side of encryption setting information. SOLUTION: This optical subscriber line terminal station device 20 transmitting information stream, including an information part obtained by carrying out encryption, by using an encryption key, includes: a flag-setting control means 21; and an encryption setting information transmission control means 22. The flag-setting control means 21, when transmitting the information stream to a reception device, executes setting control of a flag. The encryption setting information transmission control means 22 executes transmission control of encryption setting information which is the setting information showing whether encryption is applied by each logical connection basis, based on the flag.
