PROBLEM TO BE SOLVED: To provide a cell controller which is high in safety even if voltage detection lines are short-circuited. SOLUTION: The cell controller 10 comprises: a unit cell voltage detection part 7 which detects voltages of the unit cells 1 constituting cell groups via voltage detection lines; and a capacity adjusting circuit which has capacity adjusting resistors 2, switching elements 6 and a bypass control part 8 for on/off-controlling the switching elements 6, and adjusts capacities of the unit cells 1. The resistors 2 are inserted into the detection lines in series thereto, the voltage detection part 7 detects the voltages of the unit cells 1 via the resistors 2, the bypass control part 8 brings the switching elements 6 corresponding to the unit cells 1 to be adjusted into on-states at the time of capacity adjustment, the resistors 2 which are inserted into the respective detection lines led out of positive and negative electrodes of the unit cells 1 to be adjusted are connected to the lines in series thereto, and the serially-connected resistors 2 are controlled so as to be connected to the unit cells to be adjusted in parallel therewith.
