PROBLEM TO BE SOLVED: To provide an operation monitoring device capable of preventing improper operation caused by wrong operation into an operation domain, and preventing wrong operation when operating without viewing the operation domain, a navigation device equipped with the operation monitoring device, and an operation monitoring method used in the operation monitoring device. SOLUTION: This operation monitoring device 1 performs notification for allowing a user to recognize the operation domain 5 selected by contact of the user, monitors operation by the user after notification, and detects whether selection of the operation domain 5 is decided or the selection is canceled.
