PROBLEM TO BE SOLVED: To provide a water-repellent fine particle silica-covered zinc oxide powder carrying out silica-covering treatment without almost causing aggregation, having a water-repelling property and suppressing the surface activity and suppressing elution of zinc. SOLUTION: The water-repellent fine particle silica-covered zinc oxide powder is obtained by dispersing zinc oxide powder into a solution of an acrylic silicone resin represented by general formula (1) (wherein X is an integer of ≥1; R1 and R2 are each a hydrogen atom, a methyl group, an ethyl group, an acetic acid group or an acetate group; R3 is a straight-chain alkyl group, a branched alkyl group or a hydroxylalkyl group; l, m and n are each a molar ratio), adding a volatile alkali substance thereto, adding one or more kinds of compounds represented by general formula (2): Si(OR4)<SB>4</SB>(wherein R4 is ≥1C saturated hydrocarbon group) thereto and then hydrolyzing an alkoxysilane.
