PROBLEM TO BE SOLVED: To provide a sludge flocculating/mixing device where the tangling of a fibrous material in sludge to a stirrer can be prevented, and a maintenance operation is facilitated as well. SOLUTION: In the sludge flocculating/mixing device 1 where sludge and a flocculant fed into a tank 2 are mixedly stirred by a stirrer 10, and is made to flow out from a flocculated sludge discharge port 5, the stirrer 10 is composed in such a manner that a plurality of stirring rods 12 are radiatedly and downwardly tilted to the lower part of a rotary shaft 11 elongating to the upper part from a position separated from the liquid face of the liquid in the tank body 2 to the upper side.
