Without causing a load such as setting on a user, it is possible to provide a system in which a computer and an application have been started, in a time band when the user uses the application.The computer includes: a history information accumulation unit (21) which acquires and accumulates history information indicating a use time band when the application has been used or is to be used; a history information extraction unit (22) which identifies a use time band estimated to be used in future according to the number of history information indicating the same or corresponding use time band by referencing the history information accumulated in the history information accumulation unit (21) and extracts the history information associated with the identified use time band; and an automatic start setting unit (23) which sets an automatic start or automatic reset of the computer and an automatic start of the application in the computer system management unit according to the use time band indicated by the history information extracted by the history information extraction unit (22).
