A spray cap is provided to prevent a spray solution from directly contacting with the user by preventing a spray nozzle from being tilted to a user, and to enable the user to perform a pressing operation of a press button even with small force, and a spray device having the spray cap is provided. A spray cap(100) comprises a cover(10) covering a valve stem(11) spraying a spray solution, and a press button(20) which is rotatably mounted on the cover to press the valve stem, and which has a spray nozzle for guiding discharge of the spray solution. The spray nozzle is positioned side to side with a projecting direction of the valve stem during the pressing operation of the press button. The press button includes: a body part(23) having a pressing part(21) formed on one side thereof; and a connector mounted on the other side of the body part to connect the cover and body part. The spray nozzle is mounted between the pressing part and connector.
