<P>PROBLEM TO BE SOLVED: To set divided picture areas on a video display device, as manipulation targets, for a plurality of remote controllers, respectively, and to also rewrite setting. <P>SOLUTION: A remote controller 3 comprises: a receiving section for receiving, from a video display device (illustrated as a television set 1) target picture information indicating an area to be specified as a manipulation target in divided display from among divided picture areas of the television set 1; a storage section for storing the target picture information and a transmission code, in association with each other, to be transmitted from the remote controller 3 to the television set 1 for designating the manipulation target; a registration section for registering, in the storage section, a transmission code corresponding to target picture information actually received by the receiving section; and a transmitting section for transmitting the transmission code together with a manipulation key code of a key when the key is manipulated.
