A power controlling device having a power-down mode, a method thereof, and a semiconductor device including the same are provided to reduce incorrect operation of the semiconductor device by checking an operation state of a plurality of interfaces and synchronizing timing for entering each interface to a low power mode. A plurality of interfaces(11,13,15,17) generate an operation signal representing communication with a matched host and output an entry request signal for entering a power-down mode. A CPU(31) outputs a power control signal in response to the entry request signal received from at least one interface. A power-down mode controller(35) generates a power-down mode control signal for controlling power supplied to each interface by responding to the power control signal received from the CPU and the operation signal received from the interfaces.
