A dc-to-dc voltage converter is provided to improve current consumption by supplying an input voltage using a divided and stabilized output voltage and comparing a low-level reference voltage with the input voltage. A fixed reference voltage(VREF) and the input voltage(VIN) are converted into the reference current and the input current, respectively. A current comparator(10) compares the reference current with the input current and outputs a control signal(PUMP_EN). A charge pumping operation is performed in response to the control signal. A charge pump(12) converts the output voltage such that the output voltage corresponds to a target voltage(vout). A divided voltage is fed back to the current comparator. An input voltage generating unit(14) outputs the input voltage.
