A device and a method for generating/controlling a 10-gigabit class bulk flow through 3-stage dynamic classification are provided to generate and control 125,000 flow in 10 Gbps(Gigabit per second) for network billing, security, and QoS(Quality of Service) guaranteed services by implementing an ultra high speed flow generating/controlling technique through the 3-stage dynamic classification mode and an IXP(Internet eXchange Processor) network processor application. A system provides a flow information measurement function. An architecture generates/controls a 10 Gbps class bulk flow through 3-stage dynamic classification by comprising a planar data processing module(101), a collector(102), and a control application(103).
