An optical element mounting board includes an optical element; an optical circuit board composed of an optical waveguide layer having a core section and a clad section; and an electric circuit board whereupon a placing section is arranged for placing the optical element. In the optical element mounting board, the optical element is mounted on the electric circuit board by having the optical circuit board in between. The optical circuit board has the optical element mounted thereon, and has a receptor structure with a conductor section for carrying electricity between an electrode of the optical element and an electrode of the optical element mounting section on the electric circuit board.
