A tool assembly (10) using a fluid-powered actuator (40) and including first and second tool members. The first tool member (34) is pivotably connectable to a boom arm (14) of a vehicle or stationary support platform (12) for rotation about a first axis. The first tool member (34) is also attached to a body of the actuator (40) and the second tool member (39) is attached to a shaft of the actuator (40) so that operation of the actuator (40) rotates the seco nd tool member (39) relative to the first tool member (34) about a second axis spaced apart from the first axis and independent of rotation of the first tool member (34) about the first axis. The second tool member (39) is positioned to cooperatively engage the first tool member (34) to assist in collection operations. The actuator (40) has a generally cylindrical body with an output shaft rotatabl y disposed therein for rotation about the second axis.
