A heating and cooling apparatus of the vehicle seat is provided that the malaise is cleared away due to the dust of smell generated in cooling-and-heating. A heating and cooling apparatus of the vehicle seat comprises a cooling-and-heating pad(10) in which the inactive gas including helium gas is filled, and which is installed inside the seat cushion(1) or the seat back(2), a cold and warm heat generation source(20) consisting of peltier element mounted on one side of the cooling-and-heating pad. The peltier element can convert cooling-and-heating mode through converting the supply of the DC power supply supplied from the motor vehicle battery(60).
