A plastic heat exchanger is provided to improve heating performance by employing resin having improved heat conductivity and simplify manufacturing procedure by carrying out fusion with resistance heat generated by power supply. A heat exchanger is divided into upper and lower heat exchanger parts(51,52) respectively having upper and lower fluid pipes(57-1,57-2). Upper and lower heating fins(58-1,58-2) are interposed between the upper and lower fluid pipes respectively. Upper and lower fusion parts(62-1,62-2) are formed with concave and convex portions together with resistant elements(60), for the melting of the upper and lower fusion parts by resistance heat by the power supply via terminals(61).
