A rotation force generation method using an eccentric is provided to generate permanent power by using a carrier in which in-and-out rods are installed regularly and an eccentric rotating in the center of the carrier. In a rotation force generation method using a carrier(31) in which an in-and-out rod equipped with a weight(32) is installed regularly and an eccentric(34) which is installed by a fixing shaft eccentrically from the center inside the carrier, permanent rotation force is generated by the movement of the weight of the in-and-out rod pushed outside by the eccentric.
