The invention relates to the construction, in particular to the fixed shutters heat-insulating building blocks. According to the first variant of the process for manufacturing a heat-insulating block of fixed shutters, it is formed a polystyrene block in the form of parallelepiped with the width equal to the target thickness of the building wall, and the cavities for armature assembly and grouting of the building mix, for example, of the concrete, are cut into the finished block with a filament. According to the second variant, it is formed a plate of polystyrene, then it is cut with a filament into separate blocks, the width of which is chosen equal to the target thickness of the building wall. Afterwards, into the finished block there are cut with filament cavities for armature assembly and grouting of the building mix, for example, of the concrete.
