Disclosed is a pyrimidine derivative represented by formula (I) or a salt thereof, or a solvate thereof or a hydrate thereof wherein the substituents are disclosed within the specification. Also disclosed is the use of the above compound in the preparation of a medicament for preventive and/or therapeutic treatment of a disease caused by abnormal GSK3beta activity.
