A cylindrical rotary cutter is provided to prevent the cutting edge from being damaged by elastically supporting one side of the cylindrical cutter body. A cylindrical rotary cutter comprises cutting edge cases(20) inserted in a rotation shaft, a partition plate arranged between the cutting edge cases, and whistle-shaped cutters(50) positioned around the cutting edge cases. A first axial pin(35), a second axial pin(36), and a stopper pin(37) are interposed between a first circular side wall(25) and a second circular side wall of the cutter edge case. A circular body(51) of the cutter is pivotally combined in the first axial pin. A coil part(41) of a torsion spring(40) is fitted to the second axis pin(36) so that the arms(42,43) elastically support one side of the circular body of the cutter. A protrusion(52) of the circular body is held on the stopper pin(37).
