A plasma display panel is provided to reduce the noise at the non-display area which is adjacent to the display are and prevent the mis-discharge at the display region. A partition(16) partitions off a plurality of discharge cells(17) between the rear substrate(10) and a front substrate(20). A fluorescent material layer(19) emits the visible light by using the vacuum ultraviolet ray which is absorbed by discharge cells. The first dielectric layer(13) is formed in the inner surface of the rear substrate and includes an address electrode(11) corresponding to the discharge cell, the first electrode(31) and the second electrode(32). The first dielectric layer prevents the positive ions or electrons from colliding into the address electrode.
