PROBLEM TO BE SOLVED: To decrease an operation amount associated with selection of a motion compensation block on condition that a plurality of kinds of size can be selected for the motion compensation block when a predictive motion vector of an object block is found.

SOLUTION: A macroblock is divided into blocks of 4×4 pixels as a minimum size among seven specified kinds of block size, and index values are defined in the order of raster scanning of the macroblock in units of the blocks. A memory is provided with areas based on the index values, and motion vectors of blocks adjacent to an object block are copied by the unit block based on sizes of the adjacent blocks. As for the object block, index values corresponding to unit blocks in a left upper corner and a right upper corner are generated according to sizes. Index values of the adjacent blocks are found on the basis of the index values of the object block, motion vectors are read out of unit blocks that the index values indicate, and a predictive motion vector of the object block is found.
