<p><P>PROBLEM TO BE SOLVED: To solve the problem wherein recently a plastic made winding core is used for various purposes, but the core having been used once is hardly recycled since the sheet-like material to be wound is stuck and previously formed adhesive layer cannot be easily removed, and the adhesive layer formed on the core causes wrinkle due to its strong adhesive force, and when the adhesive layer is thick, it causes "step difference" having an adverse effect on the winding attitude. <P>SOLUTION: The adhesive layer 21 composed of a water-soluble adhesive layer material containing an adhesive and an adhesive inhibitor is formed on the surface of a plastic core 11. An adhesive force of such adhesive layer is week and the adhesive layer can be easily peeled off by immersing in water after being used.
