PROBLEM TO BE SOLVED: To enable acquisition of a clearly imaged image at a reduced cost by corresponding to any surrounding environments more flexibly. SOLUTION: In an image processing unit 10, a frame rate modification control section 11e modifies a frame rate to a lower rate, when an exposure time decision section 11d decides that an exposure time exceeds a frame continuation time based on the frame rate. By this, a top frame image in an image update period is fetched over a longer frame continuation time, based on the lower frame rate. The exposure time is set longer thereby, so that the expanded exposure time acts upon the top frame. Thus, even when a lens having a large F value is used to cope with the case of a bright environment surrounding an imaging object, such as in the daytime and against light, the imaging object is recognized accurately according to a dark environment situation surrounding the imaging object, such as at night and in a tunnel.
