PROBLEM TO BE SOLVED: To provide a telop character region extraction method for achieving processing to separate characters from a background in a character string rectangular region from which a graphic section in a telop rectangular region is removed, and for executing the removal processing of the graphic section at a high speed. SOLUTION: This telop character region extraction device is configured to execute a decision 101 based on shape features, decision 102 based on the number of edge regions in the periphery of a graphic outline candidate region, a decision 103 based on the corresponding relation of two graphic outline candidate regions, and a graphic outline region removal 104, and to remove the graphic outline region from a telop rectangular area, and to execute a character region extraction in the obtained character string rectangular region, and to extract the telop character region.
