PROBLEM TO BE SOLVED: To provide pattern holes in the base material of a printed circuit board and easily insert conductive balls into the holes. SOLUTION: Onto the lower face of a mask material 5 where a plurality of guide holes 13 are previously provided in positions corresponding to the pattern holes so that the conductive balls 9 fall in the plurality of predetermined pattern holes of the base material 5, the base material 5 in which the pattern holes are not yet formed and a lower sheet material 29 are laid and fixed. At the same positions as those of the guide holes, the plurality of predetermined pattern holes are made passing through the base material 5 and the lower sheet material 29, and placed on a sucking plate 39. The conductive balls 9 are dropped through the upper face of the mask material 15 into the guide holes 13, sucked by the sucking plate 39, and fixed to the pattern holes. After the mask material 15 is removed from the base material 5, the conductive balls 9 are thrust by a flat thrusting member 53 so as to be inserted into the pattern holes until their upper and lower ends are protruded from the upper and lower faces of the base material 5.
