PROBLEM TO BE SOLVED: To easily install a spacer at a construction site without causing the coming-off of the spacer. SOLUTION: In mortar-masonry retaining wall work, a hole 12 is formed at each of top surfaces of stay tails of retaining wall blocks 3 and 3a, a groove 13 communicating with the hole is formed in such a manner as to be opened to the rear side, a reinforcing bar 7 the hook-like portion of which is provided at one end of a rod-like portion is arranged on the rear side of the retaining wall block of each step by making the hook-like portion 7b of the reinforcing bar engaged with the hole and the groove by interposing the spacers 6 and 17 engaged with the rod-like portion between the rod-like portion 7a and a back form 4, and connecting the rod-like portion of each step, and concrete is placed between each of the retaining wall blocks and the back form.
