PROBLEM TO BE SOLVED: To provide a fluorescent substance having an improved luminance and luminance saturation phenomenon, and a fluorescent lamp using the substance, as well as to provide a display device and an illuminating device using the lamp. SOLUTION: This fluorescent substance is one which Tb of≥10 ppm and≤3,000 ppm and/or Sm of≥50 ppm and≤4,500 ppm are added to YVO<SB>4</SB>:Eu, and has a larger luminance and a largerγby ultraviolet excitation than those of YVO<SB>4</SB>:Eu. Preferably, the fluorescent substance with addition of Tb of≥90 ppm and≤200 ppm has a luminance by the ultraviolet excitation 1.10 times andγ1.04 times, those of YVO<SB>4</SB>:Eu, and the substance with addition of Sm of≥1,000 ppm and≤3,100 ppm has the liminance by the ultraviolet excitation 1.02 times that of YVO<SB>4</SB>:Eu.
