PROBLEM TO BE SOLVED: To enhance presence upon observation of a video displayed on a monitoring apparatus.

SOLUTION: A video signal includes photographing illumination information that is information associated with a spectrum of photographing illumination light which illuminates a subject when photographing the subject. A variable characteristic illumination apparatus 136 is adjustable in a spectrum of emitted light. A spectrum measuring part 138 can measure spectral characteristics of observation illumination light which is yielded by mixing environment illumination light incident through a window 150 for illuminating an environment where a monitoring device 140 is installed and light emitted from the variable characteristic illumination apparatus 136. On the basis of information obtained from the spectrum measuring part 138 and photographing illumination information obtained from a photographing characteristic information separation part 110 an illumination correction amount calculation part 112 calculates illumination correction information for controlling spectrum characteristics of the light emitted from the variable characteristic illumination apparatus 136. A spectrum of the observation illumination light where the light emitted from the variable characteristic illumination apparatus 136 and the environment illumination light are mixed is substantially matched with the spectrum of the photographing illumination light.
