PROBLEM TO BE SOLVED: To provide a fire/non-fire determination device and a fire/non-fire determination method, capable of effectively determining between an actual fire and non-fire by detecting CO and smoke, and a fire alarm unit using the fire/non-fire determination device. SOLUTION: The fire/non-fire determination device includes a CO sensor 3 for detecting a CO concentration, a smoke sensor 4 for detecting a smoke density, a time determination means 2 for determining which of time when the CO concentration detected at every prescribed detection timing by the CO sensor 3 becomes a first set CO concentration or higher and time when the smoke density detected at every prescribed detection timing by the smoke sensor 4 becomes the first set smoke density or higher is early, a CO concentration rise determination means 2 for determining if the CO concentration is continuously rising or not, a smoke density rise determination means 2 for determining if the smoke density is continuously rising or not, and determines whether it is a fire or not based on the determination result of the time determination means 2 and the determination result of the CO concentration rise determination means 2 or the smoke density rise determination means 2.
