PROBLEM TO BE SOLVED: To provide a sheet embedding apparatus which can economically embed a sealing sheet by a simple method without the execution of additional work or without additional the acquisition of a temporary storage site for excavated soil. SOLUTION: The sheet embedding apparatus 1 for embedding the sheet 11 in the soft ground 2 is formed of: an agitation section 12 which moves in a direction almost in parallel with a ground surface 2a while carrying out the agitation or excavation of the soft ground 2 down to a predetermined depth from the ground surface 2a; a sheet support section 13 which supports the rolled sheet 11 in an unwindable manner; a folding section 14 which folds back the sheet 11 unwound from the sheet support section 13 into the soft ground 2 agitated or excavated by the agitation section 12 so that the forwarding direction of the sheet after being folded is almost in parallel with the ground surface 2a.
