PROBLEM TO BE SOLVED: To provide a structurally simple partition panel which facilitates an assembling operation, and an easy manufacturing method for the partition panel, which enables the assembling operation to be easily performed even by one person. SOLUTION: A decorative panel 14, both the back side portions of which are provided with a plurality of locking holes 27, respectively, is supported on a supporting body by directing the backside upward; a rectangular frame-like frame 13 is placed thereon; a locking member 16, both the side edges of which are provided with hooks 15, respectively, is placed along the inside surface of the frame in such a manner that the hook 15 provided at one side edge is fitted into the locking hole 27 of the decorative panel; thereon, another decorative panel 14 is placed on the frame 13 in such a manner that the hook 15 at the other side edge of the locking member 16 is fitted into the locking hole 27 provided on its backside; subsequently, the locking member 16 is moved so that the hooks 15 can be locked to edges of the corresponding locking holes 27, respectively; and after that, the locking member 16 is fixed to the frame 13.
