PROBLEM TO BE SOLVED: To provide a new method for producing a monosaccharide, such as glucose, xylose, by decomposing a cellulose-based substance with less facility burden, in saved energy and no hazards under conditions in which a substance (solvent, catalyst, or the like) for decomposing the cellulose-based substance is readily separated, recovered and reused, and to provide a new method for producing ethanol from monosaccharide through ethanol fermentation. SOLUTION: The method for producing monosaccharide comprises cracking and pulverizing of a cellulose-based substance and mixing and dispersing the powder into a phosphoric acid solution and decomposing cellulose, while irradiating the resultant with ultraviolet light, as necessary, in the presence of titanium dioxide at 100°C or lower.
