<p><P>PROBLEM TO BE SOLVED: To obtain high-efficiency encoding at zooming. <P>SOLUTION: The video encoder adaptively selects the size of a unit area from among the sizes of the plurality of kinds of unit areas, calculates the movement information for each selected unit area, and encodes video data through the use of the calculated movement information.
