PROBLEM TO BE SOLVED: To provide an illegal shooting prevention device and an illegal shooting prevention system capable of preventing illegal shooting by people without permission of shooting. SOLUTION: The illegal shooting prevention system includes an illegal shooting prevention device 10 having a light source 3A and a light source 3B emitting infrared rays, a surveillance camera 4, and a timing controller 5. By the timing controller 5, light emissions on/off of the infrared rays of the light sources 3A and 3B are controlled.
