PROBLEM TO BE SOLVED: To provide a heat transmitting member realizing excellent heat transmitting characteristic and having excellent wettability, and to provide a manufacturing method thereof, a heat exchanger and a reactor. SOLUTION: A heat transmitting surface 2 having irregular projecting and recessed structure is provided, and a plurality of narrow holes 5 are opened in the surface of each of the recessed parts 3 structuring the projecting and recessed structure. The maximum depth Hmaxof the narrow hole from the most outside surface M of the heat transmitting surface is formed deeper than the maximum depth Xmaxof the recessed part from the most outside surface.
