PROBLEM TO BE SOLVED: To provide a starting method of a transfer pump capable of suppressing the occurrence of air bubbles and cavitation at starting of the transfer pump and smoothly starting the transfer pump when transferring a high temperature fluid in which cavitation tends to occur by the transfer pump, and to provide a fluid transfer device and a heat treating device. SOLUTION: A heating and cooling device 1 is equipped with a nozzle 30, a tank 25 for retaining heated water H, a heating medium circulating circuit 40 for circulating the heated water H from the tank 25 to the nozzle 30, a circulating pump 41P provided to the heating medium circulating circuit 40 for transferring the heated water H, a low temperature water supply device 46 provided between the tank 25 and the circulating pump 41P for supplying low temperature water to the heating medium circulating circuit 40, a water supply valve 46V provided to the low temperature water supply device 46 for controlling distribution of the low temperature water, and a water supply control part for controlling the low temperature water supply device 46.
