PROBLEM TO BE SOLVED: To solve a problem in the improvement of strength by only allowing a solidification material to include lump-shaped soil masses by mixing with the solidification material because the stirred state of the target ground is turned to a lump shape in an execution machine for a variety of conventional methods when improving the target ground having a N value of viscous strength with a degree of 1-2. SOLUTION: A mechanical device is made to be a means capable of carrying out uniformed ground improvement by fluidizing or liquidizing a variety of the ground by a means for decomposing the soil masses into particulate shapes and mixing them with the solidification material by adding water to needle shaped, bar shaped, and pipe shaped frogs while imparting vibration to them in order to add the vibration and water in accordance with the property of the target ground.
