PROBLEM TO BE SOLVED: To provide a polymer optical waveguide that can be inexpensively and easily manufactured while improving heat resistance without using a material having high heat resistance, and to provide a method for manufacturing the optical waveguide. SOLUTION: The optical waveguide 1 includes a first layer 3A comprising one or more thin films 30, a core 40 formed on the first layer 3A, a clad 41 formed on the first layer 3A to cover the core 40 and having a thickness smaller than the thin films 30 constituting the first layer 3A and a refractive index smaller than that of the core 40, and a second layer 3B formed on the clad 41 and comprising one or more thin films 30 having a thickness smaller than that of the clad 41. When the polymer optical waveguide 1 is situated in a high temperature environment, the first and second layers 3A, 3B function as stress relaxing layers to suppress deformation such as warpage.
