PROBLEM TO BE SOLVED: To provide a paper feeding mechanism and a paper feeding device for a shredder capable of forcibly feeding a fixed amount by a first rotor and a second rotor equipped with claws only by setting and placing a paper bundle in a paper feeding tray, and enabling the shredder to efficiently cut the paper bundle of a limited number sheets. SOLUTION: The paper feeding mechanism of a shredder device transmitting rotation driving force of a cutting portion and supplying the paper bundle of a plural number of sheets to the shredder, comprises the first rotor equipped with a disc-shaped claw element formed with a sharp portion for feeding paper and a rotating portion, a carrying roller feeding the paper bundle forcibly fed by the first rotor, the second rotor equipped with a discoid claw element formed with a sharp portion limiting the number of fed sheets of the paper bundle fed by the carrying roller and a rotating portion, and a pressurizing roller coming contact with an outer peripheral surface of the second rotor to nip the paper bundle to feed out.
