PROBLEM TO BE SOLVED: To solve the problem that while the degree of freedom is required for the installation or photographic circumstances of a camera in the case of recent number plate recognition, and it is necessary to secure recognition precision even under such conditions that the position or size of a number plate in a photographic image are instable, extraction processing costs are increased since various objects such as a background or road surface are photographed in those videos. SOLUTION: In the case of extracting a number plate by scanning a whole image by a prescribed retrieval region size, featured values are calculated in every vertical direction and horizontal direction with respect to an image, and a region with small featured values is discarded from a number plate candidate region. Also, the absolute value of a difference between the featured values of the vertical direction and horizontal direction is calculated, and the region with the large difference is discarded from the number plate region.
